Implementation Options : 11i vs R12

HI,
I created Implementation Options in R12.  Tables level fields updated without giving values in front end.  I metnioned below field names update while creating implementation options.

output_tax_use_exp_ev_flag

output_tax_use_project_flag

My Issue is if i check same fields in 11i it showing 'Y'.  But same fields showing value 'N' in R12.

What setup needs to done for get updated to 'Y'   How these fields get updated? (because i am not entering any value in front end)

Kindly clarify.
