TERRITORY_CODE = FR, ORA-04063: package body "APPS.HR_PAYMENTS" has errors

Hi Everybody
Applying patch 6678700 got several issues  like this:

Error loading seed data for PAY_PAYMENT_TYPE:  B_PAYMENT_TYPE_NAME = FR Magnetic Tape - EUR, TERRITORY_CODE = FR,  ORA-04063: package body "APPS.HR_PAYMENTS" has errors
ORA-06508: PL/SQL: could not find program unit being called: "APPS.HR_PAYMENTS"
ORA-06512: at "APPS.PAY_PAYMENT_TYPES_BRUI", line 3
ORA-04088: error during execution of trigger 'APPS.PAY_PAYMENT_TYPES_BRUI'

on programs :
pyfrlptt.ldt, pyhkpytt.ldt, pyitpymt.ldt, pyjppytt.ldt, etc.

did other migration before and these issues not appeared.

In Metalink found note 1510296.1 that outline about these foreign territories codes, we do not use them
