The project does not have an eligible event for cost/cost dist rule

Till Now we are using Work/Work Distribution rules for billing. But Now we want to use Cost/Cost Distribution rules for few more projects.
Can anybody explain process steps for how to implement the cost/cost distribution. i have done below the Basic setups.
1. I have created the Project types with cost/cost Distribution rules.
2. i have created the Project template and Project.
3. i have entered and baseline the Agreement, Funding, Cost and Revenue budgets.
4. i have booked non labor usage cost against the project.
but when i generate the Revenue i got the Rejection code as The project does not have an eligible event
