Fixed Lot Multiplier not getting applied for min max

We are on 12.1.3 and run organization level min max.For a particular item A we are seeig that the fixed lot multiplier is gettign ignored and only the min order qty getting applied whene we run the min max report.Here are the values that are set:

min max min qty:44

min max max qty:44

min order qty:16

fixed lot multiplier:20

total available qty:35(onhand+supply- demand)(we can see this in the min max report)

so reorder qty before order modifiers= 44(min max max qty) - total available = 9 and after applying the order modifiers it should be 20 but min max is suggsting 16(which is the min order qty).
