How to setup 4way matching at the supplier level

We're researching implementation of 4 way matching at the supplier level.  Could anyone point me to the setup documentaion?  I've read through the Oracle docs and it's not helping.  Do we have to set this up in AP, Receiving and at the Supplier level?
