14193290 12.1.3 FASASSBS.rdf not updated after patch was applied - Linux x86-64

Patch 14193290 applied without any error but, the report file ' FASASSBS.rdf' did not get updated.
Patch has:
  FASASSBS.rdf        120.3.12010000.14
But when strings $FA_TOP/reports/US/FASASSBS.rdf | grep -i Header:
E$Header: FASASSBS.rdf 120.3.12010000.11 2011/11/28 09:12  adaluru ship   the older version.

This rdf file FASASSBS.rdf was not updated at all.

Same results with Patch 16674547 which should have updated the file to:

fa reports/US FASASSBS.rdf 120.3.12010000.16 
Uploading patch log file.
