Solution Explorer - Cannot Read Detail Under 'Manage Favorites' After Upgrade

A customer recently upgraded to Tools Release 9.1.3.1 and found they were unable to read the detail lines under 'Manage Favorites,' i.e. the cells look like they are collapsed and you cannot read the detail text.
The detail is correct when you look in UTB at F9000 - Task Master File and F9001 - Task Relationships, but the issue was occuring on all tasks that were updated from a prior release.

This has already been reported and is fixed in Bug 15952736 [UDF NOT WORKING IN MANAGING FAVORITES IN 9.1 AFTER UPGRADE]

Root cause of this issue:
Valid values exist when Favorites are added in the releases after 9.1 Tools code.
