Invoice Generation and Billing Cycle

We are on release 12.1.2:

We have the billing cycle set for the last day of the month.  We ran PRC: Generate Draft  Revenue for a range of Projects through 30-APR-13 (we are behind in billing).  We ran PRC:  Generate Draft Invoices for a Range of Projects through 30-APR-13.

There are 40+ projects that generated revenue but did not generate an invoice.  In checking the first 5 or 6, the next billing date shows 31-MAR-13 or before. 

Why are these invoices not generated?  If I run PRC: Generate Draft Invoices for a Single Project...it works.
