Patch 11655250 fails to compile two objects

Release 12.1.3

1) While applying patch 11655250, it failed on compiling two below objects.

a. ARXAIEXP.pll - Error while compiling is attached.
b. ARXAIEXP.fmx - Error while compiling is attached.

2) As per readme of this patch 11655250, there are 13 pre-req patches and 1 post patch (see below). All the 13 pre-patches are already present in ORAPTH. Now coming to the post patch 8414254, this patch is too present in ORAPTH.

After application of main patch 11655250 and as per readme doc, DBA’s are supposed to apply this patch, but readme of patch 8414254 says to “Please apply this OM patch after applying AR
