Award Budget Over-run irrespective of setting up the Budgetary Control.

We are using Oracle Grants along with Oracle Projects and we have award budget set up with budgetary control. Some of the transaction have override this set up and passed funds check even though sufficient funds are not available. Is there any SQL to identify such transaction to get into more details about it.
