Siebel tools patching issue

Hi,

I am trying to apply siebel 8.0.0.13 siebel tools patch on windows 32 bit server.  Current tools version installed is 8.0.0.5.

I am getting the following error  :

Severe
---------------------------
Setup did not find any instances for this patch. Please install Siebel application before attempting to apply a patch.
---------------------------
OK
---------------------------
  

Tried invoking the installer from all the drives in the server but still getting the same error.

Thoughts?
