Budget Control Group

Hi,

We are in version 12.1.2 and enabling budget, encumbrance and budgetary control group.
Whatever manual journal entered with expense account should also be encumbered.
So in budgetary control setup, if we choose source as Manual and category as Other, will it include all categories in which we enter expense journals or is it applicable for others alone?
Basically Other is a category by itself or does it include all categories
