RPC Server Unavailable Error When loading Journal Entries from FDM to HFM

We are using version 9.3.1 and we are attempting to load journal entries from FDM to a new HFM application. We are troubleshooting the cause to see if anyone else has had this issue and what some of the resolutions might be. ie Config, Smartview disabling, registering the new application or a simple restart of all services....
