Location field is greyed out in Quick Quotes / Address Details

Anybody know why the quick quotes or quick orders for has the location greyed out when opening address details?  My users have the location numbers memorized and do not want to scroll through all of the addresses to find the right address.  Any knowledge of how to make that field work like it does in Order Organizer -> New Order (or Sales Order Form)?
