Siebel x Siteminder x BI Publisher

We have Siebel being used with Siteminder for authentication. Now we need to provide BIP reports to the Siebel users... My infrastructure support tells me that they would like to pass to BIP always the same user - I understand that it would make the siteminder configuration easier. Question is in this case, what will happen with records visibility. Would it follow or respect the siebel user authenticated by Siteminder and BIP just receives the data XML for formatting or somehow the BIP user would bypass the siebel visibility.. We do have Siebel 8.1.1.7 that requires BIP 10 for integration.
