Agile Application Cluster data sync issue and one managed server is very slow compared to the other

We are having the below two problems in a NON-PROD environment: We dont have these problems on PROD and the configurations are very similar.
1. Application Server cluster are not getting synchronized(both admin data and items/attributes)
2. We have two managed server nodes(Server 1 - Admin + Managed, Server 2 - Managed). Managed node on server 1 is now become very slow. The server startup takes very long and the application performance is also slow. Startup takes between 20-30 mins whereas for the other managed server its lesser than 5 mins.

For the sync issue we are already on unicast on weblogic servers.

Any one facing similar issue?
