R12.1.3 - Dispatch Center Resources not reflecting just those territories associated to the group.

 R12.1.3Issue: We are setting up field service for the first time.  We have a "Dispatch Group".  We associated the territory to the dispatch group, which has specific resources associated to the territory.  When we click on Dispatch Center, the system is reflecting ALL resources and not just those which are associated with the group.

From our understanding, if you associate a territory with a group it will limit what resources are available for the group associated to the user.

If that is the case, what set up are we missing?  Any ideas?  We are desperate to get field service and mobile field service wireless working and have been hitting MANY road blocks.   If we could get 1 thing to work the way the manual says it should, I would be jumping up and down!
