HCM System Options - Enable Date Effective Timecards

As of 9.0 there is a new System Option - Enable Date Effective Timecards.  I cannot find any information in the JDE Implementation Guide regarding this.  There is a screen capture in the E1 HCM Fundamentals 9.1 Implementation Guide on page 3-5 showing the field, but it is not described on page 3-6 or 3-7 where the other fields are explained.  This field was new in 9.0, but there was no information in the 9.0 manual either.  Does anyone know of a place to get more information on this functionality?  Has anyone out there turned this on?  We are thinking
