Failed to connect to database instance: Failed to connect: java.sql.SQLException: ORA-01033: ORACLE

My dataguard configuration is working properly. The primary database instance is reported up, the database system is reported to be up, but from by standby database i keep on getting the error "Failed to connect to database instance: Failed to connect: java.sql.SQLException: ORA-01033: ORACLE initialization or shutdown in progress ."

I understand that it can be because the database is in MOUNT status, but  that is the way it should be in DG, So my question is : how can i suppress/avoid this alert ?
