Deploying AIA OSM 7.0.3.22 Cartridges - error while deploying OracleCgbuAIAComponentsDataDictionnary

Hi,

Next error I encounter is while deploying the AIA cartridges. All cartridges are deployed correctly except the OracleCgbuAIAComponentsDataDictionnaryPIP  where I receive this error message:
