Oracle Report Manager - Segment Overide Parameters

Hi Oracle Experts,

I wonder if you can help.... When our users are submitting FSGs using the oracle report manager functionality and also want to provide segment over ride information,  there is always some prefixed values there. My query is that why are these  values always populated for us i want to display no data so the user can complete the segment overide information themselves....
