Clarification of pre-reqs for 16213642

Hi,
We are in the process of applying the patch 16213642, R12.1: PAYABLES RECOMMENDED PATCH COLLECTION (CORE AP), MAR 2013. As per the readme,

We are on 12.1.3 and only one patch 9461290 is shown as applied from ad_bugs. We need to confirm if need to have the other patches applied before applying the
