Lump Sum Pay Type that is not taxable

I am trying to create a pay type that has no effect on Gross on Net pay and is also a lump sum.  It is really being used to relieve a vacation accrual but the amount that I am entering is not being paid out, it is just used for a calculation.  When I set up the Pay Type with nothing in the Effect on Gross Pay and Effect on Net Pay and Effect on GL is M and try to enter the lump sum pay type in time entry I am getting an error.  Is it not possible to
