Cancelling a Requisition created as a Purchase Requisition in error (sb Internal) in Purchasing modu

I have a user that needs to delete a requisition created as Purchase Requisition in error.  Should have been an Internal Requisition.  However, once first item is entered on requisition, unable to change requisition type if in 'incomplete' status. How would one cancel without approving or change type without being approved?
