Closing Process Programs

Hi,
In R12, there are two programs included in the GL closing process;

-> Close Process - Create Income Statement Closing Journals
-> Close Process - Create Balance Sheet Closing Journals

Whereas, iam also able also able to close year end income balances and retained earning is automatically generated (like in 11i).

I would like to know what is the real requirement for the above programs? Are these required in any other legislation!!

Please advise.
