patch 9653849 completed without creating product top, database schema (CLE_TOP, CLE)

Hi:

I have tried to re-appling the patch (with out noautoconfig options) in several attempts, but each time it completed without creating product top (CLE_TOP), CLE schema in the database.   How do I resolve this problem?

command:       $adpatch options=hotpatch,noautoconfig
