[siebel 8.1.1.10 installation] no english selection for the primary language logs when i configure "

Hi All,

I have installed siebel 8.1.1.10 for once , but get some issues, so i uninstall the server also deleted all the siebel related registry values and then install agian , get the problem that there is  no english selection for the primary language logs when i configure "create new gateway name server"

i use the same installation package as last time, there was english selection for the primary language logs when i configure "create new gateway name server, but now there is not.

anyone knows the reason?
