Are Patches 13877401 and 9676464 included in 14254641 "PROCUREMENT FAMILY R12.1.3 SEPTEMBER UPDATE?

Hi,
We are starting build for an R12.1.3 implementation.  We plan to patch procurement up to 14254641 "PROCUREMENT FAMILY R12.1.3 SEPTEMBER UPDATE".   WE know we also need 12.1.3 Rollup for Oracle Contracts Core- 13877401:R12.OKC.B  as well as Patch 9676464 - Contracts Core GETTING ERROR WHILE OPENING CLAUSE NOTIFICATION ('Unexpected Error' When Opening Contract Clause Approval Notification After ATG Patch 8919489)

Could you please let us know if  Patches 13877401 and  9676464 are included in 14254641 "PROCUREMENT FAMILY R12.1.3 SEPTEMBER UPDATE?

We will not be upgrading to 15843459:R12.PRC_PF.B at this time due to other international operating units already live in R12 production.

FYI.  We are implementing the following procurement suite apps:  PO, iProcurement, Sourcing, iSupplier and Procurement Contracts.
