Not recognizing "Email Opened"

I created a test workflow campaign with a couple of programs. In the workflow, the first step invokes program1 and sends out an HTML based email to a test group (myself and one other person).

I have a decision tree as the second step of the workflow where, if the person opens the email then a second email will be sent to the person.

The first step of the workflow executed without problems.  I did receive the first HTML based email.  I opened it, cliked on a link embedded in the email, closed it and waited and waited and waited.  I never received the second email. It has been three days without a second email.
