Assignment Manager challenge

 I have a requirement and am wondering whether interactive assignment manager is a candidate solution.  

When an opportunity with two product line items is created, the manager from product line 1 should be able to assign to one of his specialists.  Similarly, the manager from product line 2 assigns, he should see a list of qualified specialists from his team.  Neither manager wants to see resources from any other team when they assign.

Can this be achieved using a single assignment manager component with multiple rule groups?  Ultimately, the solution will scale to many managers and teams.
