[EM] how is "Current SQL Response Time" expressed ?

Hello everyone,  I could not find the info in the object anywhere ... 
The question is : 
 How is the metric Current SQL Response Time shown in the enterprise manager 11g  expressed ? Milliseconds or Microseconds ? 
How is precisely defined ? And how can I get the value from SQL ? 

I only found this in official docs: 
... that is not much
