Deliveries in confirmed status, lines in "Staged/Pick Confirmed" status after performing ship confir

Occasionally, we get deliveries that go to a status of "Confirmed" rather than "Closed", and the lines are at a status of "Staged/Pick Confirmed", with next step "Ship Confirm/Close Trip Stop".  Because it happens only once in a while we just reopen the delivery, ship confirm the lines, and move on.  However, this morning we had 16 in a row!  The user states he saw no errors, warnings, or other indicators anything was wrong.  We discovered the issue when we tried to receive the shipments at one of our other inventory orgs and they couldn't be received.
