Superbackflush error- 078N Open Cursor Cache Failed

Environment 8.12

Running completions Supoerbackflush  P31123.

Address book  for person completing.... checked.

31/ER table  checked and includes valid name from address book with Rate.

P31123 Processing options checked and includes above mentioned valid employee number to default employee number on the completions screen.

Problem : As soon as the screen is accessed ( Completions with Super Backflush) - Hard  error appears - Open Cursor Cache Failed.

Oracle document number 835194.1 , documents this but the resolution suggested did not resolve the issue.
