Failed to start ASAP with “Fatal Error in retrieving initial secure data due to invalid ctrldev1/Ctr

I am unable to start ASAP server , I checked in Ctrl.diag file  I am getting this error message “Fatal Error in retrieving initial secure data due to invalid ctrldev1/CtrlPassword login information”.
From  GetPassword and GetCSFPassword script  I am able to get the  correct password of ctrlUser , and with same credential I am able to login ctrl database.

What could be the root cause?
