R12: Build error saying

Hi,

We are in working on the Oracle R12 upgrade and our Users are testing the Payment Process. One of their payment process encountered the following error:

Error Message:BUILD PROGRAM ERROR - CANNOT COMPLETE CHECK NUMBERING

The log file shows a message saying the payment document the user chosen has been locked by a previous payment instruction. 

When I examined that previous payment instruction in the IBY_PAY_INSTRUCTIONS_ALL table, its status is TERMINATED. The tables IBY_PAYMENTS_ALL and IBY_DOCS_PAYABLES_ALL show a status of REMOVED_PAYMENT_STOPPED, while the table IBY_PAY_SERVICE_REQUESTS show a status of PAYMENTS_CREATED.
