System notify the Buyer that PO is not Received when Promised Date get Expired.

Hi is possible the system should Notify the Buyer that Supplier is not send the Material based on the Promised Date.
I know through Alert we can acheive this but as for as the seeded Functionality is concern is it possible or not ??
