Oracle Inventory - Fraction Receipt

Dears,

In oracle inventory, I performed "Fraction Receipts" before where the total Qty was 1 for example and I received 0.27. it worked fine. Now I am trying the same on another instance but its not accepting, it gives an error "FRM-50016: Legal Characters are 0-9 - + E". It accepts only normal partial receipt e.g. 5 of 10 but when I tried the fraction it didnt work out....is there any setup I am missing to enable this feature "Fraction Receipt".
