Change cost method for an Organization (r12)

Hi all,
I was wondering about the chance of changing the cost method for an existing Organization.

I queried two different existing organizations (I am not setting up them), and the field Costing Method (Organization parameters) is frozen for one and "editable" for the other one. Why cannot I change costing method for both of them?
