Agile PLM Change Order Workflow Hold Status Question

When an Agile Change Order is put on Hold status within a workflow, instead of the Hold displaying under the status in the workflow from where it was placed on hold from, it goes back to under Draft.  see screen shots.  Can anyone explain why this happens?
