Note 1544763.1 - Tax Groups

Just wondering if anybody has had any luck with the instructions in Note 1544763.1 to simulate an 11i tax group using R12 tax rules.  I've created the dummy TAX GROUP tax - steps 1 & 2.  When I get to Step 3.c, I cannot select the TAX GROUP tax rate.

Any help or suggestions would be greatly appreciated.
