HRMS 12.1.x Patching

We are in the process of upgrading from 11i  to R12.1.x.  I need to know if we have to apply the HRMS RUPS for 12.0?  I know for upgrading you are not able to go from 11i directly to 12.1.x and that you need to apply 12.0 steps first.  I was just wondering if this was the same way when evaluating HRMS patches.
