Configure RAC to RAC DataGuard

For switchover DG requires static services configured.
In a RAC to RAC setup, Is there a best practice to put static services in the SCAN listener config or local listener config on each server ?

If local listeners are configured for static services, then how does log apply get moved if one node is down ?

Does someone have an example of a listener.ora with static services in an RAC 11.2.X.X environment where SCAN is in use ?
