Backorder During Ship Confirm

When a sales order is about to be ship confirmed, sometimes the clerk realizes there are fewer quantities of a item available to ship than expected.  At this point, we would like for the clerk to be able to place pieces on backorder during ship confirm.  When we attempt this, we receive an error:  Status Invalid for this Order Type.

When I check the order activity rules for SO/S order, I see that not only is 904 (Backorder in Ship Conf) missing, but all other 9XX status codes, except for 999.  We use other 9XX status codes all day, every business day.
