Need to read a plain text file and display the value in a RTF template

I need to create a past due template, and need to display the contact person infomration from a text file read from a file server directory (i.e. c:\data\contact.txt).  The information in contact.txt can be changed from time to time. 

For example: 

Create a past due notification template and insert a field name as "contact".

The field "contact"  is the person you want customers to call if customer needs speak to someone in the company.  For example John Smith at 1-111-555-1234.  We want be able change the name of the contact person and the telephone information without modify the RTF file.
