what is miscellaneous issue and account issue?

what is difference between Miscellaneous issue and account issue(not account alias issue), because in misc issue also we mention an account i.e an account is mandatory when you do an misc issue,so it is same as account issue.
and so what is the difference between misc receipt and account receipt?
can someone explain the difference
