How to manually delete a design version that has a structure or that is used in a design version

I've tried to delete a design that a user has created which is a duplicate.  The user deleted the part that is related to it without an issue.  He could not delete the design(s) that are associated to that part.  The design .PRT is used in a design .DRW.  The design DRW has a structure where the >PRT is on. Also on the design .DRW there is another Design that is the titleblock for the drawing. 

As the admin I have all privileges but I can't get the Delete and Remove buttons to be enabled no matter which of the 2 designs I start on.  I've looked in the MCAD and PC documentation without finding anything close to beeing helpful.
