How to initialize process for Copy Quote API in R12 iStore

Hi,
 We are using ASO_QUOTE_PUB.COPY_QUOTE() API to copying existing sales order lines. Also we are using following Meta-link Id for this process. Sample Code for "Copy Quote" using ASO_QUOTE_PUB [ID 811581.1]. But some times its throwing error, calling from istore.
Error Message from  ASO_QUOTE_PUB.COPY_QUOTE is: Invalid OrgId.  This issue is intermittenet .Also, Could you please guide, how to do apps initilize process in R12 before calling the ASO API.
