RDBMS - Oracle or MySQL

Hello everyone

We are in the process for evaluating a database (Oracle or MySQL) for one of our projects
The requirements of the project entails:

1. We are able to store and retrieve data in the database in English and Arabic language

2. We are able to do a search on the contents of the database using either English OR Arabic text string

3. As part of the project, we would need to populate the database with thousands of pages of text . Manually entering
   all that text would be tedious and laborious. We were thinking of scanning the pages, save those as PDF or Word Document
