View not visible even after adding it to Responsibility...................... :(

We are facing a very strange issue.. We have a vanilla View under Product Issues screen. Initially this view was not shown in the screen. Now there was a requirement to show this view, so we just ahead and added this view to the responsibility and after refresh the cache we expected to see the view , but it wasnt visible.
We checked the entire config and see no issue, even the responsibility is proper and made sure of it. Deleted the .SPF file couple of times and bounced the server even then it wasnt visible. We are using Siebel 8.1.1.9 on Windows box. In Feb 2013 we faced similar issues but after bounce it worked but this time all the workarounds have been tried but notin seems to be working. Did any one face similar kind of issues and if yes how did this get resolved.
