What needs doing to make NAMED CREDENTIAL usable by others?

This regards Enterprise Manager 12c Cloud Control 12.1.0.2.1 which I'm abbreviating as EMCC.

A Unix Admin reported that host named-credentials are not usable to him while attempting to set up our Exadata Database Machine plugin.  He can see but not use them.

I created those host named credentials as SYSMAN and granted that EMCC administrator: 1) VIEW then EDIT privileges both of which didn't work, and 2) granted him FULL which also didn't work. 

What needs doing to make named credentials usable by other EMCC Super Administrators?
